It's not a title, it's a hip rating (I think Dutch) for "intermediate evaluation"....which is the equivalent of OFA Good.

From another source - On the OFA site under international hip ratings, it defines "Tc" as "transitional changes", and describes it as equivalent to OFA Fair.
