Have you ever had his heart checked for murmurs or SAS?

I would take him to the vet ASAP.

Itcould be his length of muzzle, it could be that he's not acclimated to FL weather, or it could be that he has a cardiac disorder. I'd get him in to your vet, and if it continues, ask for a referral to a cardiologist.

Do you know if the parents had cardiac clearances?

My adolescent pup would be panting when the other dogs were fine. Cornell U. did detect a heart murmur....$500 dollars later, we were told it wasn't a significant murmur but obviously enough to interfer with his oxygen uptake, hence the panting. I would definitely have him checked out.

Any updates? Did you call the vet? The breeder?
