If you're looking for help with regular vet visits, shots, spay/neatuer, etc. you should ask your local animal shelter, they usually have special days where you can get vet care for a reduced fee or even free.

They help people that have dogs with all types of illnesses.

From diabetes to Hip Dysplasia to Cancer.

You have to have exhausted all other financial resources.

Eg. If you have a credit card and can use it you can't apply.

We have a group called PALS---Pets Are Loving Support. Same thing, it's geared towards people with grave illnesses who have lost their income. It primarily works with AIDS and cancer patients, but also some with senior citizens.
