Spike sounds like a typical Rottie to me--periodically testing to see if the status quo may have changed--to his favor.
Because there's no dog like the Rottie, you can't expect that once your Rottie knows something, he or she will always do it unfailingly. Once a Rottie knows something, he or she will do it, tho peridically you have to make sure that they do. You always have to be on your toes to make sure they do.
When our 8-1/2 year old Riga was getting close to the end of her life from nasal carcinoma, she would periodically ignore me when I asked her to do something. Since she was dying, Mo & I let her get away with murder, but she was exhibiting typical Rottie behavior.
Order Spike to kennel. If he does instantly, he gets told he's a good dog and sometimes he gets a treat. If he doesn't, immediately make him do as you wish.
There's a reason you'll hear people say that Rotties aren't like other dogs.
