When you say Leave it, if he repeats the behavior he should receive a correction by his collar, not a repeat of the command, whether you increase the loudness or severity or not. Each time he repeats the behavior in one session gets him a stronger correction on his collar.

Be sure that when you give the collar correction, you correct with the collar
THEN repeat the command.
