Woman "allegedly" attacked by Rottweiler (New York, NY)

This story is a little confusing and certainly unsettleing. It certainly sounds like nothing was resolved.

109th Precinct Is Only Human

By ELLEN THOMPSON

: 1163848634

Detective Ki Soo Kim, two of his partners and a sergeant gathered in a meeting room within the 109th Precinct the morning of Nov. 7. Sitting alongside them at the table was Haejae Lee, the alleged victim of a Rottweiler attack that took place last month in Downtown Flushing.

The individuals in that room were brought together after what Lee says were weeks of miscommunication, unreturned calls and blatant disrespect for a concerned resident of the very community the precinct works to serve. According to Lee, she was attacked by a Rottweiler near the corner of Bowne Street and Cherry Avenue, an attack for which she did not file a report with the 109th.

She had tried to file a report by phone, she said, but claims she was told to “call back while being attacked,” laughed at and hung up on. Lee said she then left numerous messages with Kim, whom she had heard previously reached out to the Asian community in hopes of increasing crimes the community reports.

“When I arrived back in the country from vacation I returned Ms. Lee’s calls, set up a meeting to follow up on her concerns and sent officers out to the location of the dog owner,” Kim explained. “During the meeting Tuesday we also addressed Lee’s concerns of being hung up on by the answering officer. We apologized for something that may or may not have happened.”

Acknowledging that at times the precinct is extremely busy, calls drop and there are instances of miscommunication, Kim admitted that officers may need to be more tactful with calls, but residents should not be scared to pick up the phone because the cops are here to help, even if they can’t solve every problem.

“Each and every time an officer answers the phone they state their name and I’d advise that the caller take down that name so that if a problem like this arises again we can address the officer,” he said.

Kim noted that toward the end of the meeting, even though the precinct offered to do as much as legally possible, Lee did not appear content.

“I came to the precinct with the hope that something can be resolved about the vicious dog attack I experienced, but instead I realized just how naive I was. I was naïve to think that something could be done about our community and the system could work for the good of our community,” Lee said. “I was doubted and found the meeting to be self-serving.”

“At this time, I am giving up,” Lee said. “The 109th Precinct expressed that loud and clear to me, and I just can’t go on with this. I must say I learned a lot.”
“We do have residents who are extremely supportive of the precinct and we do have those who have voiced angry complaints, but we can’t make the world happy,” Kim said. “All we can do is work for them the best that we can. We are all only human.”
