Rottweiler and Pus attack a little girl

Ok here's all I know about the story if anyone can add more of the facts

PA woman who works w/ me is a personal friend to the family of the little girl. From what I heard and also thought I read this yesterday in the paper too that the owners of the rottweilers DID NOT have the collars on the dogs to keep them inside the invisible fence.

Ok me personally I am not a fan of Electric Fences Dog parks invisible wiring for dogs non of that stuff why? Because it leaves to much room for era. Whenever you assume that you get the not my dog syndrome you are dangerous if not your dog then whose dog. Ok that's like the guy who went to the dog park and his dog was attacked by a shepherd that was not well sociable in fact the owner thought the shephered would become sociable by going to a dog park....WHAT THE HECK was he thinking. Let the dog loose with other dogs so that hopefully the other dogs would put his dog in his place. It was killed by a rottweiler who in turn got all the bad press. I really think the old methods are the best methods training, having high fenced yards, having leashed and supervised dogs, kennels for the yard when having a bunch of visitors over. ALso awareness when people say oh does your dog bite I say yes anything with teeth will bite. I hate people who ask the question and I hate those people who actually answer no they won't bite they are to sweet. Anydog will bite rather they will or not has to be taken into consideration I mean dogs have bad days too and we as owners need to look into how or dogs reat and what bothers them and when they need time to themselves. Responsible ownership that sometimes I'm not sure if people really understand those words.
