Puppy Size Too Small??

I just got a Rott puppy 4 days ago who was supposedly 10 weeks old. She was only 7 lbs!! She is now 9 lbs. Supposedly the parents are 80-90 lbs each. I have only seen pictures of them. To me, her current weight seems way too light for the age. Does anyone have any info regarding this? Is there a certain age when a growth spurt should occur?

When I got Bailey, he was half starved-ribs sticking out and everything. He was 12 weeks and 19 lbs. He was a rescue, so of course, that age might not be perfect, but it's close.

A 10 week old puppy at 7 lbs seems small. Does the pup appear healthy? Does she have some puppy fat? Is she eating and eliminating frequently?

I think a trip to the vet is warranted, to rule out any problems. Maybe she's just tiny.
