We are very lucky in that we have alot of land (75 or so acres). We've fenced in our backyard (roughly 1-1/2 aces) which we call "the pen." I do weekly patrol of the pen and our yard, gathering up leave-behinds in a 5-gallon bucket the contents of which I dump in the closest woods (which we own, of course--I wouldn't dump dog stuff on my neighbors' property).

We use plastic garbage can with tight lid lined with plastic bags. I put about 5 moth balls under the liner and no flies and no smell.

I like that suggestion. Lots of flies this year for some reason.

Are you sure you are kidding or do we have to call your neighbours :) Ok, I belive you! Me, I pick up every 5 days in my garden and I put it in a plastic waste bags and dump it in the garbage can. We have a garbage pick up once a week, on tuesdays, so I usually clean out the garden the day before garbage pick up.
