Dominance question?

I have a 14 month old female (Maggie), and a 11 week old female (Dakotah). I know that we need to establish that Maggie is in charge (of the dogs)! We feed her first, let her out of the crate first, ect. But sometimes Maggie just lets Dakotah take things from her. Sometimes she'll growl at her, she did once with her food bowl (but not ever again), and once with her peanut butter toy. Should we be stepping in to help them out, or let them figure it out themselves?

Taking toys I don’t have a problem with but I wouldn’t let Dakotah take any food or treats from Maggie.
