socialization and vaccination

Just curious here: I have been told that you should restrict a rottie pup's activities until he has had the full round of puppy shots (3-4 mo of age). First, is this correct?

How restrictive does this initial period need to be? Are we talking no walks period or just no 'dog park' type settings? I understand that inspecting other dogs poo, etc can transmit parvo in a puppy, but where should the line be drawn?

If it's absolutely necessary, does anyone think this type of quarrantine hinders proper socialization? Thanks for your opinions.
