Puppy height

I took Harley to the vet today and he weighed in at 29 lbs. He will be 13 weeks tommorow.(April 21) I wanted to check his height. I'm not sure if I did it right. I measured from his feet to where I could feel the top of his shoulder. I measured about 16 inches. Does this weight and height sound about right or is it obvious I must of measured wrong. Does this sound within standard for his age? He does not look fat nor thin to me. His vet says he looks fine. He has a definite waist line. I feed him between 3- 3 1/2 cups of food a day. Nutro Natural Choice for large breed puppies. My goal is a healthy puppy and adult. I would appreciate any thoughts. By the way, I have thought about switching to Canidae but have not found it in my area yet.
Any thoughts on that also would be greatly appreciated.

This isn't a Rottie site, but it has the best explanation of measuring a dog I've found.

Basically, you're measuring at the withers of the dog (same as a horse) which is the top of the shoulder blade. It's where your dog’s neck comes into their back.

Just know that if you're feeding your dog a well balanced diet, have them exercised regularly and visit your vet for regular check ups - your pup will be the right size for him at this stage in his life. Don't rush him! He'll be an adult soon enough and you'll be wondering where you're little puppy went! ;)
