confidence

at what age {about} do rotties start to show confidence around other dogs, moto our 19 week old, when around other dogs that are bigger then him,has a look of bieng scared when they come up to check him out , yet it seems to me that around dogs smaller then him he looks like he has confidence.

Actually, your puppy is behaving very appropriately. It would be really stupid for him to come on strong with larger and older dogs. He is telling them "I am just a pup, so please treat me accordingly" which is the correct thing for him to do. If he came on like Mr. Studley, someone would teach him some manners. Pups should present themselves as what they are and that introduces them to the group honestly. It is also wise for him to test the waters.
