Dog proposal focuses on behavior, not breed

City-County Council to consider measure that would boost penalties

Dangerous dogs in Indianapolis -- and their owners -- will face more restrictions and higher penalties for violations under an ordinance being recommended to the full City-County Council. And it is dogs' behavior, not their breed, that could get them in trouble.

The council's Rules Committee approved the measure Tuesday after tinkering with precise language and amendments for several hours. The vote came after months of discussions, including several public forums, triggered by the nearly fatal mauling of toddler Amaya Hess in May.

The child was hospitalized for months and faces more surgeries over several years to repair the damage to her face and head.

The City-County Council is scheduled to vote on an ordinance aimed at restricting dangerous dogs and preventing dog bites at 7 p.m. Nov. 13 in the council chamber.
