St.Charles Missouri, which is just outside
of St. Louis. Recently, our city council has
submitted a ordinance that is going to be voted on in
a few weeks, regarding vicious dogs. The city already
has a vicious dog ordinance but it is not breed
specific. They are trying to make it so that all
ROTTWEILERS and PITBULLS are considered to be of a
vicious nature, and therefore, all of the vicious dog
ordinances would apply to them. This would require
all of the pitbulls and rotts in the city to be
in a covered locked pen at all times unless
on a leash by an adult or in the house, and
wear a muzzle at all times. If you have any connections in this
area of Missouri, we would appreciate they know about
this. We feel it is very unfair to punish all pitts
and rotts even if they have had no prior incident

Meetings of Council
The City Council meets in Regular Session on the first and third
Tuesday of the month at 7:00 p.m. in the Council Chambers (Fourth
Floor) at St. Charles City Hall, 200 North Second Street. In
addition, the Council meets for a work session at 7 p.m. on the
second Tuesday of the month in the Council Chambers.
The Council elects one of its members as President of the Council,
who presides over all meetings. The Regular and work sessions are
broadcast over Cable TV on Channel 20.

Current Vicious Dog Ordinance
§ 91.43 VICIOUS DOGS.
(A) No person shall allow a dog to chase, attack, bite,
damage or injure any person, dog or other animal.
(B) Any dog having a vicious nature or temperament shall be
confined upon the premises of the owner within a covered pen or
other secure, covered enclosure. Notice of the presence of such dog
shall be clearly posted upon the premises where the dog is confined.
A dog having a vicious nature or temperament is a dog which has
exhibited a tendency to chase, attack, bite, damage or injure any
person, dog or other animal.
(C) If a dog having a vicious nature or temperament is
found running at large, it shall be seized and impounded for a
determination by the Municipal Judge as to its proper disposition.
(D) If a dog having a vicious nature or temperament chases,
attacks, bites, damages or injures any person, dog or other animal,
it may be seized and impounded for a determination by the Municipal
Judge as to its proper disposition.
(E) (1) The Judge of the Municipal Court, upon
application of the City Attorney or Assistant City Attorney and upon
a showing that there is probable cause to believe that a violation
of this section exists, and that there is probable cause to believe
that the dog involved in that violation may be found at a specified
location, may issue a search and seizure warrant. The warrant shall
specify the dog to be seized and shall specify the location of the
dog to be seized. The warrant shall be served only between the
hours of 8:00 a.m. and 5:00 p.m., and shall be served only by an
Environmental Health Official in the company of a uniformed police
officer of the Police Department.
(2) The Judge of the Municipal Court shall upon
issuance of a search and seizure warrant under this section order
the Environmental Health Officials to use reasonable care to care
for and maintain the dog seized pursuant to the authority granted by
this section until the Judge has ordered other disposition of the
dog.
(F) Upon at least 15 days' written notice to the owner, the
Judge of the Municipal Court shall conduct a hearing to determine
the proper disposition of the dog. If both the city and the owner
agree, the hearing may be held on less than 15 days' notice.
(G) After conducting the hearing, the Judge of the
Municipal Court may determine the appropriate disposition of the dog
which is necessary for the public safety and welfare, including but
not limited to ordering its destruction or removal from the city. If
the Judge orders the dog destroyed, the Environment Health Officials
shall execute the order of the Court.
(H) The remedies in this section are in addition to the
fines and penalties prescribed in § 91.99 and do not preclude any
other remedies available to the city.
(I) The provisions of this section shall not apply to dogs
of the canine corps of the police force of any municipality, any
county law enforcement agency, State Highway Patrol, any federal law
enforcement agency or any branch of the armed forces of the United
States, while being used to conduct official business or while being
used for official purposes.

I agree, Lisa. BSL is such a scary thing.

You can bet that I'm going to start my letter RIGHT now.

I live in St Charles county St.Peters aand I have a baldy bred rottie she does agility ,rally.ob off lead member of GSLMRC she was a throwaway backyard breeding dumped off on a rual area with her sister left to fend for themselves, now they could of reverted back to pack animals to kill for food but instead she and her 7month ols sister went to a house looked for love food and a warm place to sleep , I got her at 9 months a loveable ,want to
please and a couch to sit on. Tell me these people how abaondon these puppies should these people have BSL s aganist them and they get away with it, granted I got a GREAT DOG a working dog . Always remember NO SUCH thing as A BAD dog JUST BAD OWNERS!!! She greets everyone she meets and very proud th have my girl Dakota Rose also she is going in to
SEARCH and rescue , No one will tell me what kind of dog I can have!!! True story my other rottis was KILLED by my ex for protecting me from Domesatic violence she is DEAD and I am ALive she gave her life for me!!!!!!!!!!!
