Breed Specific Legislation Enough can not be done or said to protect not only rights, but the rights of all the wonderful breed owners. Please, lets all lend a hand

Germany Breed Ban

Here is some info I picked up off the Bullmastiff message board.THis is very disturbing. It could happen in the US if we aren't careful. Copied from the Pro-Trainers List:

As of 8:00 this morning, the ruling has come down early, due to the attack
and death of a six year old boy in Hamburg. The entire country of Germany
has
officially banned the following breeds: Pitbull Terrier, American
Staffordshire Terrier and the Staffordshire Terrier.
Those now in the country can be exported out. Any dogs that remain, must
take
a state run temperament test. If passed: spayed/neutered. If failed:
euthanasia. If you are caught breeding or buying one of these breeds, a
$50,000 fine and six months jail term are imposed.

The Bull Terrier is on
this list in some parts of Germany as well, including the Miniature BT. In
other parts, the BT must pass the temperament test (which is 3 hours long
and
videotaped, at a cost of $500.00 per dog) If the dog passes, the animal may
be used in a breeding program, as long as the breeder is a member of the
VDH.
If failed: euthanasia.

Our breed must now, as of today, be leased and muzzled in public at all
times. The Minister of the Interior for our area is going to try and
separate
the VDH breeders from those who breed without papers, which will save our
breed. The final decision on this will come middle September.
There is no fighting this in the courts. Hopefully, all of the emails,
letters and faxes from around the world will help to exclude the Bull
Terrier
from extinction in parts of Germany. But we were warned...if another serious
dog attack occurs where the injuries are life threatening or death occurs,
then all of these breeds are finished. This includes the other breeds I
mentioned last month (Doberman, Rottweiler, Mastiff, etc.) One region of
Germany has 16 breeds on their 'Forbidden List'. These laws are now before
the politicians in Sweden, Italy and Spain. With the European Union in
place,
it is likely most of Europe will follow Germany's decision.

It is a sad day for the registered breeders of the VDH. We cannot breathe a
sigh of relief yet, the BT's fate is still hanging the air in some parts of
the country. In other parts, it is over. There are a total of nearly 30 dog
breeds on the A, B, C list. Some face extinction, others face severe
limitations. It is a terrible day for dog owners and breeders nationwide.

The temperament test is good as it would remove poorly tempered dogs from being able to bite. Of course if they pass, they shouldn't necessarily be spayed/neutered if their going to be shown. Does this law include breeds coming into the country and will affect exporting dogs to breeders in other countries?

The three breeds mentioned are going to be kicked out never to return. The Amstaff, PB, and Staff Terrier are gone! None will be breed or imported. Those that stay must pass a 3 hour temperament test that most will more than likely fail. Those that do pass will be altered so there will no posibility of any of these dogs in Germany years from now.
The penalty is $50,000 and six months in prison. These breeds are done for in Germany.

Just a side note about all the "talk" about the breed regulations. Yes this is very serious. One of my customers is on her way to Germany right now with a church group. I've asked her to ask the general population how and why they could let this happen. I also asked her to pay attention to any dogs she see's in public...muzzeled and what breeds.

What really gets me is that the legislators and supporters of BSL seem so certain that there will be no more problems once the breeds are banned. I understand that it's hard to make people be responsible owners, but BSL is certainly NOT doing anything to stop idiots from owning dogs. . .they're just banning one breed so those idiots can move on to another "tuff dawg" to ruin.

That’s right! Because it’s a PEOPLE problem. NOT a dog breed problem.

Just think, years from now people will be reading about breeds that have become extinct because INEPT governments couldn’t control their people.

You are completely right. The responsible owners (like us?) should just create an action by themselves, to separate from the image of all the others ...

Best would be a colaboration with some big dog associations (here in Germany, the VDH). I imagine first an official statement that declares the acception of responsability for the behavior of our dogs, the acception that problems caused by irresponsible owners is known and the presentation of a package of voluntary measurements to garant a peaceful cummunity of the members and their dogs with the rest of the population. (Hope you understand what I want to say, my practical English has some limits..)

That package should contain mesurements that as well avoid injuring or simply scaring people, but in a form that we can live with the rules, too. Isn't that much better than to wait just until some incompetent politicians force some laws on us, influenced by media that want to see blood?
