Plato is really rough with any dog smaller than him...normal?

I took Plato(6.5mo) to the dog park today for the first time in 2 weeks. Any dog that is smaller, which today was a 10 WEEK old female Golden Retriever and an adult male neutered pug, he loves to put his paws on, jump on, hump, etc. I don't tolerate it cause he is obviously being very rough so I pull him away, but is it normal that he is so overbearing with dogs like this?

Any dog that is bigger than him, male or female, that gets even the slightest bit pushy, he cowers away from.

Normal for his age?

Some dogs like to control smaller and younger dogs "because they can."

I consider it bullying behaviour and I don't tolerate it in any of the dogs I walk. I also don't tolerate it in other peoples' dogs. I understand that when younger and older dogs meet, they establish their level on the Totem Pole...but there is an obvious difference between that and bullying.

Normal? Yes. Acceptable? No.

Totally unacceptable behaviour. And will get much harder to control as your dog ages.

"if you can't play nice...you cant play at all"

Way to easy for a big dog to hurt a small dog....or young child if this is allowed to continue.

Anyone can correct me if I'm wrong, but what you are describing may sound like playing too rough. But seeing that he is not only jumping, but also humping...tells me that he is showing dominance over these dogs, and as StephanieandToby stated it is infact bullying...
You need to get a grasp on this now, before he really gets worse.

I agree. He has always been like this too. He is about to start an 8 week group obedience class which will be his second class, although his first was 1on1 training which I kind of regret. I figure that will develop a little self control. He kept harrassing this pug so I kept pulling him away, 2 corrections and he took a break. Then he went to the retriever puppy and I pulled him away. Then 10min later he went back to the pug so I just brought him out.
