You should give more background on their daily routines.....are they in the garden by themselves everyday? Are they housedogs? What kind of toys do they have? Is your yard fenced? Do they get plenty of exersize? Are they together all the time? Are your dogs in training class?
All of these things have a factor in why they feel the need to destroy stuff. Puppies the same age really should not be left together all day long. They are bonding to each other and feeding off each others habits.
You will get some great advise, but first tell us your situation.

Is there a way that you can separate your puppies area from your garden area?

We also have gardens, young puppies enjoy destroying them, if you allow them into that area. They don't understand the differences like we do.

Maybe you could try some fencing to keep them out or a kennel run for them. Also, use some proper obedience training to reinforce where their area is. Plus, this is safer for them, if you happen to keep something in the garden that could be dangerous to dogs.

TWO seven month old pups? I shudder at the very thought!

You must really have your hands full!
I too, would like more info on how they are housed. I would suggest that they have plenty of seperate time with humans and not be allowed to make their own fun for even one more minute.

If they must be outside, a safe zone-kennel run with the ability to seperate the two is definitely in order. Not only for the safety of the dogs, but your poor garden too.
