Whose dog is this? If it is your dog, then you need to put some rules in for the dog and for those who interact with him. If the dog belongs to your parents, then the problems that develop will be their problems.

Your grandfather is indeed smart to be worried about a dog's teeth. Older people's skin is quite fragile and tears easily. There is no reason why he or anyone else should have to worry about the dog biting on them.

its "our dog".. the family dog basically.. i appriciate all the advice ..
I cant really do much but tell him off myself and advise my parents to do the same..He doesnt mouth me nearly as much as he does it to them because i tell him off..so instead he grabs my sleeve..he seems to have a need to have something in his mouth if he is on his back.. it doesnt really matter what it is.

Get the dog a couple of other chew toys. That way if he 'Needs to have somthing in his mouth' it can be something he is allowed to have in his mouth. When he starts to mouth 'NO' and stop playing. But when you want to do the bellyrubs grab something he can chew give him that... that way he is not being set-up to fail.
One thing that helped me when my mom-brothers-sister let them mouth - each time I saw the pup mouthing I would correct- did not matter who was playing with it. My attitude was I am part of the family and if it is a family dog I then can train it to behave.
