dad rotty & baby rotty - Dad wont stop cleaning

My son owns the dad and the son Rottys. Problem is..Dad rotty wont leave the son alone. He constantly cleans sons privates even when son is trying to urinate. Son is 5 mos old. Why is dad doing this? How or should we make him stop?? It is so constant that it has become irritating ,so we are trying to understand. We dont want to didapline dad if this is normal. Please,Please help with some input. Thankyou.

I'm moving your post back to the top also. I don't have any clues to why the dad is doing this - but if you don't get any answers here - I would call the vets office and ask one of the technicians. Hope you find an answer soon.
