For years this was accepted as the best age to place a puppy in a new home - based on research and opinions of various trainers and researchers. In the past I've placed puppies at 7 weeks, as have many other breeders, with no ill effects. It's only fairly recently that the trend has changed to having puppies spend more time with the dam and littermates - based on the idea that this provides more inter-species socialization and manners.
That aside, the bottom line, as always, is the environment in which the puppy is placed and its basic genetic makeup. No matter what the situation, there is always room for error - inept owners, genetic temperament flaws, etc. A healthy, sound puppy placed in a good home at 7 weeks should work out just fine.
