There are several discussions here on what steps to take to find a good COE breeder.

You say that many American breeders do not have the breed standard. What you're not considering is that many overseas breeders do not either. So there's no real advantage to finding an overseas breeder unless there's a specific bloodline you're interested in.

Also, with a COE American breeder, you do have options if the pup you get doesn't work out. Shipping a dog back to Serbia doesn't seem likely.

Go to some shows in this country and talk to the breeders there. Attend chapter meetings of your nearest ARC or USRC club. Both clubs have breeder directories, and Rottie people are always happy to discuss the pros and cons of a bloodline in person.

All of the information you could possibly need is available on dogs within this country. The OFA database is searchable, so you can check potential breeders' dogs out and their ancestors, siblings, and offspring.

By all means, get a dog from Serbia if that's what you really think you want. But I can't stand by and be told that someone can't find good solid dogs bred to standard in this country, because that just isn't true.

You say you want a name on the pedigree. What kind of name and why? Please don't go that route simply so you can say you have an imported dog. Those who know Rotties are much harder to impress than that.
