Unfortunately, age has no relevance. My rottie was diagnosed at 9mos. The true test would be an xray but a Vet can get a good idea from the walk too. Like a run is a 'bunny hop', the walk is a 'swishing' of the hips. My guy can be stiff when he gets up from lying down especially in the winter.
