CleasMommy... you might want to hold a treat in your hand as your wakling him... maybe after a short distance do the "sit and stay" and give him the treat and hold another on in your hand when you start walking... that way he has insentive to want to go forward instead of lagging behind. And as time goes, maybe give him a treat every other "Sit and Stay".
