Females usually weigh less then male puppies.
It sounds like your puppy is a very good weight.

You must remember that some puppies are big when they are young, and slow down...and never get the size you expect...and some are smaller then average...and end up bigger. It depends on genetics, health,etc.
Keep doing what you are doing...your female is never going to weigh as much as a male dog...and she should not.
