Legally, I don't think she can keep your daughter away because of the breed of dog you have.
To make her more comfortable....how would feel about your ex getting to know your new baby? This may calm her nerves. There are TONS of videos on YouTube that show the "true" character of the Rottweiler; rotts playing with babies, kittens, ducks...really all sorts of things.
Try to find some Rottie "Hero" stories, print them out and give them to your ex.
