Rott Puppy diagnosed with hip dysplasia in both hips

The vet diagnosed our family puppy with hip dysplasia in both hips. The outlook is grim. Both sockets never fully developed. Our puppy is not obese and is in very good shape. Our puppy started limping a little a few days back and is getting progressively worse. The vet said it is fully genetic and nothing we could have done. My puppy was always a little clumpsy, but looking back on his habits, he's always had issues. We just never saw them.

Any advice on ways to warn other buyers of bad breeders/puppy mills? It is partially our fault for buying the dog from that breeder and saving a few bucks, but the dog was born and we are where we are. I would hate for any other families to go through this same pain.
