If you can keep an eye on him take off the collar.
I've had my own dogs neutered spayed ,as well as many fosters and have never needed to use the e-collar on them. If you can't watch them put the collar on if you think they will start licking. My vet uses surgical glue...no stitches and that may be the reason why the dog tend not to be licking.
