Just so you know...not all males lift their legs, actually. Yeah, I know. Big blow to the male ego, here, but it's true. That goes for non neutered dogs as well.
One possibility for a non neutered dog not to lift is HD. It may be uncomfortable. Primarily, I agree. Neutering prior to sexual maturity may have an affect. But that's not always true either. Thus, an enigma!
Take heart, most do eventually lift a leg. I'd say somewhere around 9-12 months, some as early as 4-6 months, some as late as 18 months.
Since I'm babbling, anyway...want to explain why "the enforcer" female pup has lifted her leg from the day I got her?
