Yes. He far too young for that much stress on his joints. Rottweilers take l-o-n-g time to mature physically. Roadwork at 1.5 - 2 years is early enough.
Walking with short spurts of jogging, on softer surfaces than pavement? Perhaps.
I should mention that my B-I-L did a great deal of jogging thru out his 20's and 30's. He has had joint problems, himself for over 10-12 years, now. He recently had a hip replacement and is facing the possibility of the other hip as well. He just turned 56.
