Dodge was just about a year when I got him, and sort of half way cocked his leg up, more like just picked one foot up off the ground. He was neutered shortly before I brought him home.
Now if he has to pee really bad he still just kind of picks one up off the ground, but if he wants to "mark" something he hikes it up really really high.
My daughters dog still squats unless he is marking over another dog, then he really lifts it up, almost over his head.
I know some fully mature males who are neutered and still pee like puppies. Guess it depends on the dog.
