I know the OP was not looking for a debate on spiky collars; however, since this thread seems to be going that way, here's my opinion. I had a spiked collar for my first rottie, Pepsi. She was very small and very feminine looking. Looking back at the negative response we had while in public, I think I could have helped the situation. When I went out with a cute bandana on her we received plenty of smiles. I choose not to have a spiked collar for my male, Taser. Some people already move out of my way when we're walking and that is not the image I choose to portray. I picked up a cool looking camo collar and bandana instead. The spikes also hurt my leg when she bumped into me and scratched up my walls. To answer your question about where we got it...I have seen them in most big chain pet stores.
