my missy precious is 8 1/2 w/o and does the same thing. the majority of the pee gets out the first time, and if she heads back for the door on her own, i know she is done..but if she continues to sniff, i let her go take her second little pee, and get her second treat.
now, my dachshund on the other hand is well beyond potty trained at 13 months, BUT being the littlle foodhound he is (he has always been on a doggie diet to make sure his weight stays within standard because he is so big and muscular) he will squat down and stare at you while 100% absolutely pretending to pee, just to get the treat. Hopefully it isn't a trick he teaches miss precious. i still reward him for it, though....even though he didn't pee, because i feel like in doing that, it reinforces his complete concept of what potty training is.
