yes therea are breeder recomendations but as you found out breeders can not be discussed i would look to the east coast and in new jersey there are a few very good schutzhund clubs with world class handlers and trainers i would give them a call and ask them if you were to want a working rott who to go to. most of them you will find are very helpful.
