I would never let Max pee on someone. That's extremely bad manners and can and should be stopped as his leg is going up. You are very lucky the lady didn't care, because if some dog cocked his leg and peed on me, it would be the last time he ever did it.
Max also recently went through a spurt of wanting to pee on people. He did it once, caught me by surprise, but never managed to do it again. I kept him on a short lead and the moment I saw his leg move, he was corrected. He's fine now, but something like that should be stopped asap.
