Mine had a phase and didnt stop whining and it almost drove me crazy. It makes you want to go out and calm him down, but mostly that is exactly what they want. It may sound cruel, but if the pup is not hungry, thursty, doesnt need to pee/poo etc then just ignore him. After a while when he stops whining go to him and praise him. This has worked wonders with mine and after a few days or weeks this behavior will stop. Its like you are rewarding him for not whining. (I read that in a book about Rottweilers).
