I wonder about herding classes...it may provide an outlet for the chasing while teaching him some self control. I don't know a lot about herding but watching some stock dog trials has really impressed on me just how much self-control those dogs have when they stop on a dime when they hear the signal to stop and watch their sheep/copws move away.

A longline is always good too.
