This includes both your dogs too. I agree with Angel Bunny it would be best for all (including the pups) to place one with a rescue for adoption to a home that can better care for them. Since they are pups and likely don't have issues at this stage they will be easier to place.
At the very least feed them separately so they don't scuffle over food, treats, etc. I do have my dogs wait before eating, however I didn't teach them to do so with their dinner (too high of a distraction). I taught them on leash first. While walking I would turn in front of them say their name and the command wait. This turn blocked their forward movement. For our wait moving backwards, side to side is acceptable, proceeding forward is not. I would immediately praise and immediately touch their chin and say okay. As they started to understand this command I would back up a few steps and make them wait longer. It was not until I could circle around behind them in a wait that I applied this command during meal times. I think however, your pups are far to young to teach this and apply for food. I might be wrong though since I do not have puppy raising experience. For the pup that you think is food aggressive feed in a separate area and most likely by hand.
