There are too many very nice pups out there to burden yourself with a project for the next 8 or 10 years.
A pup or young dog should be curious, confident and happy about life. While fear responses can be a normal part of growing up, it doesn't sound like your boy is recovering very well.. and recovery from a fear response is of utmost importance.
He is likely this way due to a. bad breeding, b. lack of socialization, or both.
If I bred a pup like this, it would never make it to a new home. WAY too much of a liability all the way around. But that's just me.
