If you had crated him as a puppy, he would not have chewed anything...he would never have had the chance. A crate is not forever...most people crate puppies and as the puppy gets older...they earn more freedom.
Chaining a rottweiler is unexeceptable

. Many dog bites happen from chained dogs. It just gets them frustrated...and they are unable to get away or move much and it causes behavioral problems.
A safe dog run with shade, and shelter is fine for an older dog outside for some time each day.
