When we decide to own animals we take on the responsibity of caring for their health. Vet fees are expensive.
Yes, you have to make a choice but the time to make that choice is before you commit to taking on an animal you can't afford to care for.
The animals pay a high price for an owners poor choice when they suffer an injury or failing health and there is no money for appropriate vet treatment.
