Your sister and brother-in-law may be very good breeders and very knowledgeable about their breed of choice, the ShihTzu....BUT....it does not necessarily follow that they would be knowledgeable about common problems in a different breed, and a large breed at that. Cruciate tears are not a problem for ShihTzu's - but they are very common in Rottweilers of all ages, as is osteosarcoma (bone cancer) when they reach their older years.

In order not to make this worse before you can get him to the vet, don't continue to manipulate the leg trying to find the soreness; keep him confined in a small area (a crate or xpen), and; keep him leashed when going out to potty. If he runs, jumps, or twists on that leg it will likely make the problem that much worse, so wisdom is caution. I hope he'll be okay.
