He's marking. Male dogs do this. Edited to say that not just males do this as Shelby marks our yard as well. You can curb the behavior by correcting him when he's about to cock that leg up...I don't mind when Hudson marks around our yard, but he is not allowed to mark all over the place when we are on walks etc.
