Hmmm....I would find it odd that any rottweiler breeder of any merit would not know what COE stood for......someone I would certainly avoid!!
In Canada with the Rottweiler Club of Canada if you go onto their website you will actually see that the Code of Ethics for breeders is on the website and the litters being bred and listed on the Breeders page are all litters being bred by members who have physically signed the Code of Ethics. Although I have never researched most american breed clubs, I would imagine that clubs such as the ARC (American Rottweiler Club), MRC (Medallion Rottweiler Club), CRRC (Columbia River Rottweiler Club), and I know I'm probably missing a lot more clubs, all would have Codes of Ethics for their members.
Perhaps actually search for litter listings from the ARC, MRC, etc sites and see if you find anything; or there is a site I found recently....TRC (The Rottweiler Chronical) which has litter listings on it, however I don't know what if any codes of ethics a breeder may be required to sign to have a litter listing on TRC.
