If a verbal correction does not work, it's because the dog hasn't learned exactly what you expect of it.

One must TEACH a puppy what's expected, not haul off on it.

And, I will add that with my one experience with my ADULT dog he was bolting out of a crate and had no collar on. I used the ONLY method possible at the time to stop him from a very inevitable fight. So, liege, don't use my honesty as an arguable point. It doesn't fly.

A puppy who is not under control should BE under control via a leash and collar. This is the easiest and most humane way to communicate effectively and to be able to reinforce basic manners/house training. Using operant conditioning, one should be able to redirect the pup from an unacceptable behavior into an acceptable behavior with no conflict.
