Get this dog into obedience classes with a qualified instructor well versed in Working breeds, and learn how to be a proper leader.

about!!! He has more confidence than you think, and he apparently does NOT know his boundaries, or he'd not be doing this.
Exactly what circumstances are you allowing that throw him on his back and pee submissively? You are in charge of his environment. You are his protector. Please get with the program.
It sounds as though you need much help in understanding dog behavior, and your dog will thank you if you would put some time/effort into seeking proper assistance.
