You shouldn't use commands in a negative way when you are teaching them. If she comes, there should always be some sort of reward!!
Example...you call your dog to come so you can leave the park; before you actually "leave" maybe play a short game while on the leash. Rotties are smart dogs, you don't want them to learn " if I come, the fun ends"
If you call her inside for bed, give her a treat and some love first. If not it will seem like coming inside when called = bed time
