You do not need to wait until your dog is 18 months old to begin -- you can begin much early introducing them to the harness and some other tools that will help them get ready for a cart. I believe the ARC requires dogs to be 12 months old before competing in carting...and at the first two levels, the weight is only 40lbs...that should not be a problem for a well-built young dog to do.
