You haven't tried everything if you havent' enrolled him in a puppy kindergarten class where YOU can learn properly how to redirect the little darling. The puppy is attempting to interact with you in the only manner he knows how. It's up to you to learn properly how to channel his energy, set boundaries, and so forth. What you put into your puppy now, you will get back from your dog later. How this turns out is entirely up to you. There is no puppy on this planet that intentionally tries to be "bad".
