She sounds like not too bad a weight for a female. You must remember that females will never be as big as males, and they will not grow as much and gain weight as fast as males. Usually Rottweiler puppies should gain on average about 10 lbs per month...females may gain less. Some months they will gain more than 10 lbs and some months they may gain less.
The most important thing is slow and steady growth. The average Rottweiler male puppy...at 4 months is often a bit less then 40 lbs or around 40 lbs...at 5 month around 50 lbs, 6 month 60lbs,etc....till about 9 months of age...then they tend to slow down and gain weight and grow slower.
Genetics is a big part of it...and depends on how the sire and dam grew as well as grandsire and grandam.
Since your pup came from a BYB, it's hard to know the pedigree and the history for your pup. Make sure that she is worm free also. Worms tend to affect their growth and ability to absorb nutrition from their food.
